Text by Matthew Turner: The project entirely focuses on creating a new object building, whose detailed physical relationship to the main silo building is unclear, though the intention is the two are separate; the silo itself has no function proposed. The new building is stack of modular apartment units set within a frame.  The perspective depicts a public space, though no other description of this is made.
